Metacybernetics refers to the higher cybernetic orders that arise in living system agencies. Agencies are complex, and for them be viable hence survive, they require both stability uncertainty reduction. is defined through a metasystem hierarchy, mostly known 1st 2nd order cybernetics. In this exploratory paper purpose create framework can underpin metacybernetics explain relationship between different orders. The built on agency theory which has substructural superstructural dimensions. Substructure an interest stability, concerned with generation of orders, serviced by horizontal recursion.
